MEET THE PUBLIC ADVOCATE
Shane Harris

Shane Harris is a nationally recognized civil-rights leader, ordained minister, media entrepreneur, and lifelong San Diegan who serves as the Public Advocate for the People of San Diego. Known for his bold and solutions-driven approach to civic leadership, Harris has spent his career championing equity, government accountability, and opportunity for underserved communities.

Raised in San Diego’s foster-care system after the loss of both his parents, Harris transformed adversity into purpose. His lived experience fuels his lifelong commitment to improving systems that impact vulnerable youth, working families, communities of color, and those who too often go unheard in public policy conversations. He has become a prominent voice on issues including foster-care reform, homelessness, economic justice, public safety, historic preservation, and fair representation in local government.

As Public Advocate, Harris leads an independent, community-powered office dedicated to ensuring that everyday residents have a voice in the decisions shaping San Diego’s future. His office monitors government actions, elevates community concerns, conducts public-impact research, and advocates for policies that promote fairness, transparency, and opportunity. Through town halls, public reports, media engagement, and advocacy campaigns, the Public Advocate’s Office serves as a bridge between residents and their government—holding institutions accountable while advancing practical solutions.

In addition to his public-advocacy work, Harris is the owner and publisher of the San Diego Monitor, the region’s longest-running Black newspaper and business journal. His leadership in media strengthens his mission to amplify underrepresented voices and ensure equitable coverage of issues affecting diverse communities.

 

He also owns S Harris Communications, a public-affairs and storytelling firm and business focused on strategic messaging for social impact and headquartered in downtown La Mesa.
